Remarks by Amb. Khalil Hashmi on Global Security Initiative Studies and Release of the Report on the Implementation Progress of the Global Security Initiative

July 18,2024

H.E. Chen Xiaodong, Vice Minister of Foreign Affairs,

Ms. Chen Bo, Director of Center for Global Security Initiative Studies and President of China Institute of International Studies (CIIS),

Excellencies,

Distinguished participants,

Ladies and gentlemen,

Assalam-o-Alaikum, good afternoon and da jia hao!

It is my profound pleasure to speak at today’s forum which marks the launch of two ground breaking initiatives. I wish to offer my sincere and warm congratulations to the Chinese leadership and government, especially the Ministry of Foreign Affairs and CIIS, on launching the Center for Global Security Initiative Studies (GSIS) and releasing for us the report on implementation of GSI. I am confident that both these initiatives will make valuable contributions to furthering the cause of peace and stability enshrined in the GSI.

Ladies and gentlemen,

As the world faces a myriad of challenges ranging from festering disputes to conflict and wars to inflation to growing economic inequalities and climate change, the Global Security Initiative holds immense value and promise for regional and international peace, security and stability. Launched only two years ago, the GSI has already established its credentials as a practical tool for the promotion of peace and reconciliation among nations. Despite a short span, the initiative has successfully demonstrated the power of dialogue and engagement, proving that these are not theoretical concepts but practical tools to achieve win-win results and outcomes for the parties. The historic rapprochement in the Middle East, brokered by China, was a shining manifestation of GSI’s vitality and effectiveness. One can also see the wisdom of GSI behind China’s commendable efforts to bring an end to the Israeli atrocities in Gaza besides promoting unity and reconciliation among the Palestinians.

The GSI is a product of China’s rich history, civilization, culture and futuristic vision. Concepts such as comprehensive and indivisible security that form the core of GSI are a reflection of China’s political philosophy centered on amity, peaceful co-existence and good neighborliness, without discrimination on the basis of a country’s size, political influence, economic strength or military might.

By emphasizing that security is interconnected - with well-being of one country linked to its neighbors, region and the world at large - the GSI has added a unique value to the norms underpinning modern statecraft. Similarly, by broadening the concept of security - to encompass not only military and political aspects, but also economic, cultural and social dimensions - the GSI has breathed a new life to the quest of developing countries for a more equitable international economic and financial architecture. The initiative has highlighted there exists a crucial link between economic security, social justice and human well-being that must be operationalized for building a more equal, more prosperous and more secure world.

Together with the Global Development Initiative and Global Civilization initiative, the GSI forms a composite whole, providing a comprehensive blueprint for the promotion of international peace, security and stability. It expands on the five principles of peaceful co-existence – another historic contribution of China to the development of international norms and standards guiding the inter-state relations in the modern world. More recently, the concepts of win-win cooperation and common prosperity, together with the vision of building a ‘community of shared future for mankind’ are manifestations of China’s ability to think deep and present its indigenous concept of ‘harmony’ as a norm in international relations.

The international community must recognize the unique value offered by these Chinese contributions, appreciating them as sincere endeavors that seek to achieve sustainable peace, security and development. Such initiatives, with their innovative yet practical content, offer an explicit message: That China’s rise will continue to bring new ideas, new concepts and new norms to the table, enriching the global discourse on good governance, peace & security and sustainable development.  At a time when our world faces challenges of high inflation, Islamophobia, xenophobic ideologies, grey zone conflict, barriers against legitimate materials and technology requirements of developing countries and the looming threat of climate catastrophe, China’s message of ‘harmony’ between man and nature and among nations deserves earnest appreciation.

Ladies and gentlemen,

The GSI resonates with Pakistan’s vision and policy for a peaceful neighborhood and wider region, driven by the principles of sovereign equality and equal security; mutual respect; no threat or use of force; and pacific settlement of disputes. Pakistan has unequivocally opposed hegemony, and it is against this backdrop that the government and people of Pakistan deeply appreciate President Xi’s call for promoting cooperation over confrontation and multilateralism over unilateralism to allow each state, big or small, to live in peace, harmony and dignity.

Just as the GSI calls for a UN-centric regional and international order, Pakistan has also consistently underscored the need to uphold the principles and purposes of the UN Charter, highlighting its value and significance as a universally agreed document. We continue to stress the centrality of UN Security Council resolutions for the settlement of longstanding disputes, such as in the Israeli occupied territories of Palestine and the Indian Occupied territory of Jammu and Kashmir (IIOJK), that pose serious and exacerbating threats to international peace and security. Pakistan commends China for its unwavering and steadfast support to us on our core of the core interests: The UN recognized, disputed region of Jammu and Kashmir.

As All-Weather Strategic Cooperative Partners and iron brothers, Pakistan and China always have and would continue to enjoy strategic mutual trust. We have stood together in weal and woe, facing challenges and celebrating triumphs together. Our partnership is unique and special, centered not on geo-strategic calculations but on sentiments of mutual trust, mutual respect and equality. Our enduring friendship is a pillar for peace and stability in the region and beyond and would continue to remain so for navigating today’s complex world.

I wish to conclude by quoting President Xi, who at the time of giving his vision of GSI recalled an old Chinese saying, “Keep walking and one will not be daunted by a thousand miles; make constant efforts and one will not be intimidated by a thousand tasks.”

I thank you!
Xie Xie!
